Russia’s government has reviewed and approved the report on the Russian Pension Fund budget implementation for 2017 at a session today. The government has agreed to forward the report to Russia’s Federal Assembly.

The 2017 Pension Fund budget has been matched in terms of income and expenses. Last year, the share of funds not connected to cumulative pension savings enjoyed the surplus of 109 billion rubles. The one related to pension savings had expenses exceeding the current contributions of 59.4 billion rubles which was caused by individuals transferring their pension savings from the Pension Fund to non-government funds. This expediture will be covered at the expense of pension savings transferred to asset management companies (1.9 trillion rubles in 2017).

Financial security of the pension system is improving. Over 70% of insurance pensions have been secured by the collected contributions. Other insurance pension obligations including their increase as well as benefits that are part of the mandatory pension insurance were provided by the federal budget funds. At the same time the transfer on mandatory pension insurance as part of general transfer on insurance pensions was reduced by 5.7%, or 55.9 billion rubles.

Pensions and social security contributions continue to grow. Throughout 2017, the Pension Fund carried out full and timely payment of all types of pensions and social benefits, held all planned events for their increase. Insurance pensions for 31.4 million unemployed pensioners have been readjusted above the inflation rate, by 5,8%. An average retirement pension of unemployed pensioners has increased by 748 rubles and accounted for 13.9 thousand rubles at the end of the year.

State pensions, including the social ones, have been readjusted according to the minimum living wage growth of a pensioner by 1.5%. 3.9 million people had their pensions increased. The average social pension, the most common type of state pension, has increased by 152 rubles and accounted for 8.8 thousand rubles.

The average disability pension for military veterans, including the Great Patriotic War ones, was 29.8 thousand rubles and 34.3 thousand rubles respectively, plus social security benefits (monthly payment and additional monthly funding) the pensioners income was 35.8 thousand rubles and 40.3 thousand rubles respectively (in 2017 it increased by 620 rubles and 1.599 rubles respectively).

In January 2017, 43.7 million working and unemployed pensioners received the one-time payment of 5 thousand rubles secured by 219.7 billion rubles from the government.

Since February 1, monthly payment to 15.4 million federal social security beneficiaries including the disabled, veterans, individuals exposed to radiation, Heroes of the Soviet Union, Heroes of Russia, Heroes of Socialist Labor and others have been indexed by 2.5%.

3.9 million unemployed pensioners in 2017 received monthly federal social surcharge to their pension to reach the level of minimum living wage for pensioners in the region of residence. The average federal social surcharge was 1.9 thousand rubles.

In 2017 about 870 thousand Russian families used maternity capital. Most of them have allocated funds to improve living conditions, about 748.5 thousand applications, or 86.1% were filed in a year. 120.2 thousand applications have been filed to pay for education. By the end of the year 4.9 million certificate holders (59%) used maternity capital to the full.

Overall expenses on pensions and surcharge to pensions grew by 563,3 billion rubles (8,5%) in 2017 and accounted for 7 167 billion rubles. Social payments have increased by 15,75 billion rubles (3,3%), accounting for 488 billion rubles.

In terms of income, the Pension Fund budget has been executed in the amount of 8 260.1 billion rubles. In comparison with 2016, income has grown by 634.83 billion rubles, or 8.3%. The number of those contributing to mandatory pension insurance has increased by 350.5 billion rubles (8,5%) and accounted for 4 481.9 billion rubles. In terms of expenses the Pension Fund budget has been executed in the amount of 8 319.5 billion rubles. In comparison with 2016, expenses have grown by 489.8 billion rubles, or 6.3%.

The ending inventory of the Pension Fund budget in 2017 accounted for 234.2 billion rubles. This money according to the legislation will be used to fund various directions of expenses in 2018 and will compensate the transfer from the federal budget.
