Over the previous year the Pension Fund of Russia fixed 1.1 million benefit payments using data from the Federal Register of Disabled Persons. The major part of the assignments, particularly 723,000 is attributed to monthly monetary payments, to which all disabled persons are entitled, irrespective of the disability status. And 388,500 decisions were made on assignment of the insurance or state disability pensions.
In most part the benefits were fixed for the first time, the cases of benefit transfer or assignment of the same benefit on the new grounds also took place.
Together with this last year 1.6 million notifications, containing new information about disabled persons (for instance, change of the disability status), came to the Pension Fund from the Federal Register of Disabled Persons. Basing on this information resolutions on adjustment of the granted support measures, change of the monthly amount and other issues were made.
As of today all types of pensions to the disabled persons and some social benefits are assigned by the Pension Fund basing on the data from the Federal Register of Disabled Persons. The only thing a disabled person has to do is to submit a respective application to the PFR, since the Pension Fund is able to obtain all other data, required for confirmation of the right for support and assistance, from the Register of Disabled Persons. A disabled person may register filling the on-line application, personal presence is not required any more. Sometimes additional data may be necessary, such as information on payment of insurance premium or record of work.
The Federal Register of Disabled Persons is the largest system incorporating most full information about all disabled persons in Russia. It contains information about body dysfunctions, impairments, handicaps and professional working capacity of disabled persons. The Register comprises data on the rehabilitation and habilitation measures, disability degree, social benefits and pensions. The data are regularly updated and are available for access to various public bodies, all this makes it possible to improve the quality of the services offered by the state to the disabled persons.
The data into the Register are entered by the medical –social examination bodies, off-budget funds, Federal Ministries, federal agencies, regional and municipal authorities.
