PFR Electronic Services

The PFR takes an active part to realize the decisions of the RF Government on providing electronic state services to persons and legal entities.

The basis of the PFR electronic services is the system of individual (personalized) record. All information is stored in electronic data base on individual personal accounts of the members of obligatory pension insurance system. Each account has and insurance number which serves as a tool to identify the data. All data bases of the Fund are structured to this individual personal account insurance number (IPAIN)as a universal personal data identifier. Including the Federal register of persons entitled to state social assistance and the Register of persons entitled to the maternity capital.

The Russian Federation Pension fund seeks to maximum increase non-contact relations with policy holders by using electronic documentation, secure channels of communication and digital signatures. In 2010 the PFR worked actively to implement government programme on electronic state services. The PFR is represented in the Government Commission on introduction of electronic technologies into state bodies' and local authorities' operation.

At present the operation of Unified portal of state services (www.gosuslugi.ru) is carried out due to its constant cooperation with the PFR website. One of registration conditions in the state services portal is submission of IPAIN. In 2010 490 thousand people registered in state services website. All of them went through validation (i.e. personal data verification) through the PFR website.

According to the RF Government decree of 17 October 2009 № 1555р, the PFR should render 9 electronic services through the state services website. In 2010 the PFR rendered an electronic service on citizens' applications for the Government Pension Co-Financing Program.

In 2010, the site "state services" was synchronized with "Sirius" system. System "Sirius" has existed in the Pension Fund of the Russian Federation since 2005. Its mission is to inform citizens on issues related to the OPI system using information systems of other organizations. First of all, information systems of credit institutions, as they have a large terminal network and a high level of data protection. "Sirius" allows citizens to receive information about their pension rights through ATMs using plastic cards or through private offices at the bank site. In 2010, the Pension Fund of Russian Federation implemented such joint projects with "Sberbank of Russia" and OAO "Uralsib".

Project "Electronic universal card"

In 2010, the Pension Fund of Russian Federation signed an agreement on information cooperation with the administrations of four regions: the Republic of Bashkortostan, Tatarstan, Astrakhan Region and Khanty-Mansi Autonomous Okrug - Ugra. In accordance with agreements signed, the PFR participates in regional projects, "Electronic universal card" through the creation of pension applications to it. The subject of the Russian Federation establishes the authority responsible for issuing and servicing cards as well as the body responsible for collecting applications from citizens for this card. Simultaneously with the application for this card, the citizen submits an application to the PFR to receive services of the Fund in electronic form. The message is then transmitted by an authorized organization to the Pension Fund of the Russian Federation through electronic documentation system in the form of an electronic registry.

IPAIN insurance number is used as a unique identifier for the personal data in the subject of the Russian Federation. The Pension Fund of the Russian Federation provides application of IPAIN on EUC and activation of pension applications in the chip.  

Electronic universal card can contain a variety of applications. Transport application allows you to pay fares on public transport and enjoy the benefits. Moreover, both the state and shipping company can track the services rendered in real-time mode. Medical applications could include electronic policy of obligatory medical insurance, the card holder can use its benefit right to purchase drugs.

In 2011 an agreement was signed between the PFR and the Government of Moscow on the introduction of electronic universal social cards in the capital.  

In 2010-2011, this line of work was transferred to a new level in accordance with the Federal Law of 27.07.2010 № 210-FZ "On the organization of state and municipal services". A key focus of state services development in electronic form in the coming years will be to create a unified federal electronic universal card. One of the most probable conditions of its creation is the use of IPAIN as a unique data identifier in the system of obligatory pension insurance.

The PFR took an active part in the development and harmonization of technical requirements for the release of the universal electronic cards on the entire territory of the Russian Federation. All proposals of the PFR were included in the draft specification, which is prepared for the Government of the Russian Federation approval.

As a result of introduction of the federal universal electronic cards the RPF will be able to provide a number of services electronically through the net of information terminals, including:

  • informing citizens about their pension rights (about the state of the individual personal account in the OPI system)
  • informing on the right to State Social Assistance
  • accepting applications for participation in the Government Pension Co-Financing Program
  • accepting applications on the choice of the management company or NPF to invest retirement savings.

Universal electronic card should be a convenient tool for citizens, providing access to the PFR and allowing increasing the number of these services.
