Social additional payments to pensions to subsistence minimum of the pensioner in the RF subject
From 1st January 2010 the Russian Federation has introduced social additional payments to pension of unemployed pensioners, supplementing total pensioner's income to the level of subsistence minimum of pensioners in the region of residing. It is one of the key RF Government measures aimed to eradicate poverty of the older people.
In 2010 the pensioner's subsistence minimum in the RF was fixed at 4780 rubles.
Federal social additional payment is set up and paid by the territorial PFR offices for the unemployed pensioners in case if the pensioner's subsistence minimum in the RF subject is lower than in the Russian Federation as a whole.
Regional social additional payment is set up and paid by the an authorized executive body of the RF subject for the unemployed pensioners in case if the pensioner's subsistence minimum in the RF subject is higher than in the Russian Federation as a whole.
In order to determine the general level of the pensioners' income to set up federal or regional social additional payment to pension for them in 2009-2010, an efficient information exchange was organized between the territorial PFR bodies and social security bodies of the RF subjects.
In 2010 the territorial PFR bodies set up and paid federal social additional payment to pensioners in 66 RF subjects. Authorized executive bodies of the RF subjects set up and paid regional social additional payment to pensioners in 18 RF subjects.
The PFR directed 30.262 billion rubles to pay federal social additional payments in 2010, and 98.025 billion rubles to pay regional additional payments.
With the introduction of social additional payments in 2010 there are no pensioners in the Russian Federation whose total income with the social additional payments are lower than the pensioner's subsistence minimum in the subject of residence.
Monthly cash payment, additional monthly income
The Russian Federation Pension Fund and its territorial bodies effect social payments to particular categories of citizens entitled to social benefits defined by the law. These payments include monthly cash payment (MCP) and additional monthly income.
The monthly cash payment (MCP) is paid to the particular categories of citizens:
- veterans;
- disabled, disabled children;
- former underage prisoners of fascism;
- persons, effected by the radiation.
Additional monthly income (AMI) - is additional monthly payment to particular categories of citizens, effected from the Federal budget funds for outstanding achievements and service to the Russian Federation. 18 million citizens - veterans, disabled, Heroes of the USSR, Heroes of Russia etc. - receive MCP and AMI through the Russian Federation Pension Fund bodies.
Set of social services
Set of social services (SSS) - is the list of social services, rendered to MCP beneficiaries.
Set of social services includes:
- provision with necessary medicines, medical facilities and special medical foods for the disabled children, according to medical aid standards and medical prescriptions - 543 rubles a month;
- provision with medical sanatorium voucher for prevention of general illnesses - 84 rubles a month;
- free travelling by suburban trains and interurban transport to the place of treatment and back - 78 rubles a month.
On the citizen's option the SSS can be provided in natural form or in cash. The cash equivalent is indexed every year.
Targeted social assistance and strengthening of material and technical basis of social services facilities
One of the PFR functions is Co-Financing of social programmes of the Russian Federation subjects, related to strengthening of material and technical basis of social services facilities and categorical social assistance to unemployed pensioners.
In 2010 the PFR granted subsidies to the budgets of 78 Russian federation subjects for their social programmes, including:
- for strengthening of material and technical basis of 154 social services facilities - 392.9 million rubles;
- for categorical social assistance to more than 86 thousand unemployed pensioners - 170.0 million rubles, including delivery costs.
Within the measures related to strengthening of material and technical basis of social services facilities, with the financial help of the PFR in the past year, the major repair of different objects took place in 142 social services facilities in 55 subjects of the Russian Federation and different objects were built in 12 social services facilities in 10 subjects of the Russian Federation. Technological equipment and durable items were purchased for objects being built or repaired for 15 facilities in 7 subjects of the Russian Federation.
With the PFR financial support the building and major repair of housings, kitchens, boiler rooms and other objects took place, moreover, great attention was paid to financing of works to provide fire safety requirements in social services facilities.
To equip objects of social services facilities built or repaired in 2010, furniture, kitchen and bath fitments, electrical equipment, domestic appliances and electronics were purchased, which promoted high quality of social services rendered to elder people and the disabled, and comfort of living and public space.
In 2010 living conditions of more than 22 thousand elder people and the disabled were improved and the capacity of social services facilities was increased by 334 places with the support of the PFR in Co-Financing measures to strengthen material and technical basis of the social services facilities.
The targeted social assistance was rendered by social security institutions in the Russian Federation subjects at the expense of funds granted by the PFR for the following aims: providing of lump sum financial assistance, including partial compensation of the costs of supplying the housing with gas, rendering material assistance related to the Victory Day celebrations, Old People's Day and the Disabled People's Day.
In addition in 2010 the PFR within the programmes of providing lump sum material assistance assigned 40.42 million rubles to unemployed pensioners, affected by emergencies.
