In 2017 series of events and changes will happen in the Russian pension system that will affect on all participants of the system of mandatory pension insurance: current and future pensioners, as well as employers.
Increase of pensions and social benefits
In 2017, indexation of pensions will be back to the old order, when the insurance pension indexed on the actual rate of inflation, and state pension, including social pension, - taking into account the growth index of living wage.
That is why insurance pension of non-working pensioners will be indexed on February on the actual rate of inflation - 5.8% (forecast). As a result average size of old-age insurance pension together with fixed payment to insurance pension will be at least 13 657 rubles in 2017. Together with the insurance pension will increase the amount of the fixed payment to it up to 4 823.35 rubles, as well as the amount of pension point - up to 78.58 rubles (74.27 rubles in 2016).
State pension, including social pension will be indexed for the working and non-working pensioners by 2,6 % on April 1. As a result, the average social pension will be not less than 8803 rubles. The average size of the social pension for disabled children and disabled since childhood I group will be 13 349 rubles.
Sizes of monthly cash payment (MPC) which receive federal benefit recipients will be indexed on February 1 by 5.8%.
Insurance pensions will be indexed in August 2017 for those pensioners who worked in 2016.
Lump-sum pension payment of 5 000 rubles
In addition to pension and regular social payments Russian pensioners will receive a lump sum payment of 5 000 rubles in January 2017. It will get everyone who resides in the territory of the Russian Federation and receives a pension as at December 31, 2016.
Delivery of the lump sum will be conducted on the basis of documents from the payment affairs so further contact to the PFR or submit an application is not necessary.
If a pensioner is receiving two pensions (such as "military" pensioner), one of which is paid by the Pension Fund, a lump sum will be paid by PFR.
We recall once more about the delivery of this payment: from 13 to 28 January 2017. Postmen will deliver payment together with pension in January to recipients if the date of delivery of pensions to home from 13 January to the day before the end of the payment period.
The payment will be made by a home delivery from 13 to 28 January 2017 to pensioners who receive a pension according to the schedule, from 3 to 12 of January. More information about the date of delivery of the lump sum in January will be informed to these pensioners together with delivery of the pension in December 2016.
The same terms of payment of 5000 rubles - from 13 to 28 January for pensioners who receive a pension through credit or other delivery organizations, not through the "Mail of Russia".
All the necessary funds for the payment of a lump sum - 221.7 billion rubles - are laid in the budget of the PFR for 2017.
Appointment of pensions and the number of pensioners
To be eligible for appointment of insurance old-age pension in 2017 you must have at least 8 years employment period and 11.4 pension points according to pension formula which operates in Russia since 2015.
In 2017 maximum number of points – 8.26.
The expected period of pension payments in the calculation of the funded pension in 2017 is 240 months. This option is only used to determine of the size of the funded pension, the pension payment itself - a lifetime.

Formation of the pension savings

The moratorium of the formation of pension savings means that 6% of insurance premiums, which could go to a pension savings are directed to the formation of insurance pension. The moratorium does not affect to the possibility of transferring pension savings to management companies or from one pension fund to another at the request of the person. But every person must remember that the transfer of pension savings from one insurer to another more than once in five years is not profitable because this step reduces the investment income.

Maternity capital
Maternity capital will be remained unchanged at 453 thousand rubles in 2017.
The Russians have two years to join to the program of the maternity capital. To be eligible for maternity capital is necessary that the child who gives the right to the certificate was born or adopted before 31 December 2018. The certificate itself has no time limit as before.
Direction of the maternity capital will remain the same: improvement of living conditions of the family, education and content of the children in educational institutions, mom's pension increase and payment for goods and services for social adaptation and integration of children with disabilities.

Insurance premiums and reporting
Insurance premium rate for mandatory pension insurance remains at 22% in 2017. In the same time function of administration of insurance premiums goes from Pension Fund to the Federal Tax Service in 2017.
This does not mean that the Pension Fund stops cooperation with employers. A number of functions of the administration remains in the PFR. All that is associated with periods of up to 2017: receipt and processing of payments, desktop and on site verification, refund of overpaid premiums, cancellation of the amounts of taxes that impossible to recover. All it remains in the PFR on a three-year transition period.
PFR continues to administer of the voluntary contributions on the insurance pension and funded pension. Also all functions related to the personal data of the pension rights of citizens, including monthly reporting for working citizens remain in the Pension Fund.
